Why do babies hump the bed when they're tired?

Okay so for lack of a better word, my daughter has started to hump when she is tired. At first, it was just in her bed as she was falling asleep and seemed pretty harmless. I know some kids do that to self-sooth and she would lie on her stomach and just move her hips up and down until she fell asleep. But now it has escalated. She won’t do it every day, maybe every couple of days, and always when she is tired before nap or before bed or if she skips a nap. She will climb herself into an object either the couch or the corner of our coffee table (it is plush soft on top). She has even climbed onto my knee if I’m sitting nearby. She will put her hand on her vagina outside of her pants and rock up and down. I am sure it’s just a phase and I’m not too worried but it has put me in some sort of awkward situation when guests were over. If I ask her to stop she says no or she will stop for a second. She now knows I don’t want her to do it so if she sees me looking or entering the room she will stop sometimes. I ask her nicely if she’s itchy or hurting and she says no and says she “needs to do it”. If I ask her if it feels good she says “ya it feels good”. I usually just take that as a sign that she needs to go to her bed for nap or bedtime but that’s hard when it’s like just before dinner time or people are over. Also, I try to distract with an activity like could be boredom also. I’m home with her with a new baby so she isn’t as busy as she could be some days. She’s 2.5. Does anyone have any experience or advice on this?! Thank you.
